deleting bookmark disables navigation of bookmark menu

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. open long list of bookmarks that requires the mouse to move down and scroll with the list
2. Delete a bookmark near the bottom
3. You now can't scroll any further - scrolling action of bookmark list stops.

What is the expected behavior?
You should be able to keep scrolling down through your bookmarks

What went wrong?
Scrolling stops once a bookmark is deleted.

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #64.0.3282.167 and latest canary #66.0.3350.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened long list of bookmarks that requires the mouse to move down and scroll with the list
2. Deleted a bookmark near the bottom
3. Observed that scrolling did not stop on deleting a bookmark near the bottom.

joshnorem@ - Could you please check the issue on latest canary #66.0.3350.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Reporter: can you retry with current stable (version 65) or with current canary (version 67)?
