In Local: In Elements inspector: not working add New Style Rule and go inspector-stylesheet

Issue descriptionChrome Version : All 64 and 65 Beta What steps will reproduce the problem? 1. Open a local html: foo.html 1. Open Elements Inspector (Ctrl + Shift + I) 2. Select a DOM element and add New Style Rule (New Style Rule Button) 3. The new style is added empty but can not be edited 3. The new style is added empty but can not go to inspector-stylesheet In all Chrome 63 there is no problem and everything works well. In all Chrome 64 and 64 Beta you have to go Source panel > Network > inspector-stylesheet manually Attached GIF image showing the problem:

I can't reproduce this. When I create the new style and click between the style tag and "inspector-stylesheet", the style opens up for me to enter new attributes. Chrome 65.0.3325.73, Linux

Duplicate of issue 814937 - fixed in 66.0.3356.0 and merged to 65.0.3325.105 (stable channel as of today).
