Steps To Reproduce:
(1) Install any app from the playstore
(2) Close all windows
(3) Swipe left/right to dismiss notification at uber tray 

Expected Result:
notification should dismissed.
 
Actual Result:
Open the installed app.
Reproduced only with android app but screenshot notification is dismissed with swipe left/right.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
