[desktop-pwas] 3 different ripple effects among neighboring title buttons

Distinct ripple effects for:

- Page action buttons.
- 3-dot menu button.
- Window caption buttons (close/min/max).

Perhaps should align these. My previous understanding was that there intentionally was different effects for the page action/3-dot button versus the window caption buttons. So maybe we only need to align the first two. Those are very very close right now so low priority.

Hwi: No clear guidance here. Should we wait for a proper spec?

- If we can match the 2nd one to the 1st one, that will be nice. i.e. ripple inside the square bound. 
- However, the fix should not affect the regular chrome's 3-dot menu ripple effects.
- I'm 100% agree that this is a very low priority. I'll be also fine if we mark this as wontfix.
