Clicking an empty region of a folder after showing a context menu on an app, launches an app

Issue description

Chrome Version: (copy from chrome://version)
OS:TOT

What steps will reproduce the problem?
(1) Open folder
(2) Show a context menu on an app
(3) Click empty region of the folder (outside bounds of the "selected app" highlight)

What is the expected result?
Context menu dismisses, app is no longer selected.

What happens instead?
Selected app launches

On my device, the selected app is not launched. But clicking on another app while the context menu is shown, that app is launched. So I think we may need an invisible view that is shown right below the context menu and accept click/tap event to exit.
