[offline pages sharing] page deleted from DH still visible in ADM

Issue description

Chrome Version: (copy from chrome://version) 66.0.3347.0 (Canary for 2/21/2018)
OS: (e.g. Win7, OSX 10.9.5, etc...) Android 6.0

What steps will reproduce the problem?
(1) Download a page
(2) See the page in both downloads home and android download manager
(3) Delete the page in downloads home

What is the expected result?
The page will no longer be in AMD.

What happens instead?
The page is still there, even after swiping AMD away and reopening it. Clicking on the page in AMD results in a "Your file was not found / It may have been moved or deleted. / ERR_FILE_NOT_FOUND." This holds for another deleted page as well.

Note: in the screenshot, the page in question is "How President Trump..."

Cannot reproduce with current builds and P2P Sharing flag turned on (if the flag is not turned on, then the file won't show in ADM to start with).

I did check in something recently to do remove the file, so it may be a matter of you looking at the behavior right before my change went in.

It could also be that you used the Canary from the one day that the flag was unintentinally enabled, and the file was left from that day.
