Issue descriptionARC support has been removed from all clapper DUTs, but there is still a single clapper in the CTS pool. We should put it in the right place.

Updating host: chromeos4-row4-rack3-host12. Removing labels ['pool:cts'] from host chromeos4-row4-rack3-host12 Adding labels ['pool:suites'] to host chromeos4-row4-rack3-host12 Transferring 0 DUTs from suites to cts. ERROR:root:Caught exception while flushing: Metrics were sent before initializing the global Monitor.
