problems with audio element playing zero length mp3 file

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Create audio element with zero length mp3 file as src.
2. Call play().

What is the expected behavior?
Should play audio and fire appropriate events regardless of audio length.

What went wrong?
throws error:

 The play() request was interrupted by a call to pause().

i.e. pause event is fired immediately (before promise is returned) resulting in a failed promise.

Able to reproduce the issue on reported chrome version 64.0.3282.167 and latest canary 66.0.3350.0 using Mac 10.12.6, Windows-10 and Ubuntu 14.04 hence providing Bisect Info

You are probably looking for a change made after 513689 (known good), but no later than 513690 (first known bad).
