A11y: ChromeVox and Talkback speak at the same time in android apps

Expected: Talkback should speak or ChromeVox, but not both

Actual: Both speak

What does ChromeVox speak? If it is a hint, then this was fixed recently.

This is something I just noticed today on the latest Dev build. When I'm 
moving around with Search and the arrow keys in an Android apps, 
Talkback speaks normally, but every time I do anything within the app, 
Chromevox says "No focus press Ctrl+t to open a new tab." Since it 
happens every time I try to navigate, I can barely hear Talkback.
