Tracking bug for swtiching to use network service for the following implementations we currently have in the browser:

DIAL:
- DIAL discovery / SSDP
- HTTP requests (device description / app info / launch etc.)

Cast:
- Opening / closing of cast sockets
- Sending / receiving messages through cast sockets

Also related is mDNS, though that might be tracked separately.
