A11y: cannot navigate launcher with chromevox

# Open a new tab page
# With ChromeVox enabled, press shift+l
# Chromevox says 'launcher'
# Press search+space
# Press search+right arrow

Expected: Chromvox navigates apps in the launcher

Actual: ChromeVox navigates the new tab page instead

Status: wontfix (was: Available)
Can't reproduce. Focus might be getting stolen by the new tab page.
Also, it's "Alt+Shift+l" to move to the launcher.
