Take mash_browser_tests off the mojo FYI bot

It has graduated to the main waterfall. Both main waterfall and FYI are running the same tests, with duplicate test filter files.

If we want to run it again on the FYI bot we can always add it back (for example, if we're doing something that we think will systematically introduce flake and we want to run a bunch of iterations to see).

cros: Remove mash_browser_tests from Mojo ChromiumOS FYI bot

The suite is running on the main waterfall with the same filter file
so there's no need to run it again on the FYI bot.

Delete the duplicate filter file. Clean up how we specify args in the
bot configs.
