Expose feature support of the notification display service to blink notification code

This will allow us to be more efficient about eg not loading images into memory when they will not be used by the display service that will display the notification

this will involve adding a mojo call to check capabilities including but not limited to

- max number of actions

- max image size

- whether badges / other properties are supported
