Metrics needed to see exposure of 767924

Issue description

Chrome Version: 63.0.3219.0
OS: CrOS

Due to 767924, we may have users' printers currently in the unhealthy state of multiple PPD types. This fix does not take effect until the printers are re-edited so these issues will persist until the user takes action.

Should add metrics to see how many users are affected by this and whether we should implement a fix.
