Add delay before WebRTC Event Log upload

Issue description

Currently an upload is initiated as soon as there are no active peer connections. This means that, if the browser is only showing one page, and that page has active peer connections, uploading would start as soon as the page is unloaded. However, this would be bad in both of the following situations:
1. The page is being reloaded; new peer connections would be created immediately after the current ones are closed.
2. Chrome is shutting down.

I don't think this needs a target version. It's about desired improvements to a feature. Only the feature itself should have a target, IMHO.
