Probably just a noisy alert, but it happened right after https://webrtc-review.googlesource.com/53360. AFAIK, that is a revert CL.

srte, can you verify? 

Since the revert is of a revert done by accident just the cl before, any effects of it should be visible as a quick spike back and forth, so the change is most likely no due to that revert. I'd blame the bots...
