What steps will reproduce the problem?
(1)Sign into User -> Download image or Take screenshot using 'Ctrl+F5(Overview Mode Button)'
(2)Now go to Files App-> select image so that 'Cancel selection','Open','Delete' options are seen
(3)Now drag Menu list to extreme L.H.S -> Observe text 'Cancel....' is seen and hover mouse pointer on it and observe for 'Cancel selection' tool tip
(Please refer Video and Screenshot)

Note:
1.Same Issue is seen for options available at L.H.S 
i.e. drag Menu list to extreme L.H.S and observe 'Download...' , 'Recen...' and 'Add new ...' is seen -> Hover mouse pointer on it and observe for tool tip

2.In M-61 after Menu list is dragged to extreme L.H.S -> Observe 'Cancel selection' Text is seen(Please refer 'Expected_Text'  Video and Screenshot)
3.Issue is seen on M-63, M-64 and on latest M-66 also

Expected: 'Cancel selection' Tool tip should be seen on hovering mouse pointer on 'Cancel....'  option (which is seen when Menu list is dragged to extreme L.H.S)
Actual: Instead No Tool tip is seen on hovering mouse pointer on 'Cancel....'  option

This is Non-Regression Issue seen from M-62
