Issue descriptionChrome Version:65.0.3325.88 (Official Build) (64-bit) Revision 68468394949bfa5cb5d725e365fa0ae4a57f494c-refs/branch-heads/3325@{#522} 32/64-bit. OS: Windows-10 Touch device. What steps will reproduce the problem? 1. Launch chrome and go to NTP. 2. Type any keyword in omnibox to appear suggestion drow-down list. 3. Tap/touch in omnibox and observe. Actual: Context menu gets hide behind the suggestion drop-down list. Expected: Should be able to see the context menu. This is a non-regression issue, seen from M-60 series. NOTE: 1. This issue is also reproducible on M-64 Stable (build # 64.0.3282.168), M-65 Beta (build #65.0.3325.73), M-66 Dev (build # 66.0.3346.8) and M-66 Canary (build # 66.0.3350.0) 2. This issue is not reproducible on Windows(7,8), Mac(10.12.6, 10.13.1,10.13.4) and Linux(14.04 LTS) machines. 3. Able to see the context menu using mouse click. I can confirm this on ChromeOS Pixel touch device as well. It's the | Cut Copy ... | horizontal context menu. It's hidden behind the Omnibox popup.

This makes the context menu on Omnibox unusuable for touch devices on both Windows and ChromeOS. Upgrading to P2. |
