Non-Regression:Unwanted scrollbar is seen for Step 2(Set permissions)screen of Screencastify setup

Issue description

Chrome Version:65.0.3325.89/10323.39.0 Beta-channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Add the Screencastify extension for your chrome through above URL
(2)Start install Setup >>Observe Step 2 (Set permissions) screen

Actual: Unwanted scrollbar is seen for Step 2(Set permissions)screen of Screencastify setup
Expected: no such unwanted scrollbar should be seen

This is a Non-Regression issue seen from M-62

Note:
1.Issue is not seen in Windows,Linux OS
2.Version: 1.33.3-8f197e5
3.Issue is also seen in M-66

Components: -Platform>Extensions Blink
[Extensions Triage] This is not an issue with the Extensions platform, but with the rendering.

It seems to me that the actual content size is bigger than the viewport. Seems like a WontFix, changing the component to Blink to be sure.

Blink triage:
Doesn't repro in Chrome 66.0.3343.3 for Mac high-dpi (and don't have a CrOS device handy with me at the moment to test there).
When the window is too small, the whole window scrolls for me (not just this div).  So if this div is getting scrollbars on ChromeOS but not MacOS there may be some sort of layout issue (or, more likely, just a bug in the extension with sizes dependent on OS-specific font metrics). Status: WontFix (was: Untriaged)
The problem here is that the content is *just* big enough to trigger a scrollbar on some platforms due to font metrics. The extension itself needs to either increase the size of the dialog or reduce the size of the content. There isn't anything we can do on the blink side.
