Regression:Content of page doesn't appear properly after dragging bookmarked url.

Issue description

Chrome Version:66.0.3350.0 (Official Build) Revision2b1109ab0cd74dabb255f79029326f1ddbae6349-refs/heads/master@{#537342}(32/64-bit) 
OS:Windows(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.4)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://flags and change 'Force UI direction' to 'Right-to-Left' relaunch.
(2)Navigate to 2-3 webpages and bookmark it, resize the browser window to extreme from R.H.S
(3)Now drag the last bookmark url up towards bookmark bar folder and observe the content.(i.e toolbar)

Actual: Content of page doesn't appear properly after dragging bookmarked url.

Expected:  Content of page should appear properly after dragging bookmarked url.

This is a regression issue broken in 'M66' and below is the manual bisect info
Good Build: 66.0.3344.0(Revision:535593)
Bad Build:  66.0.3345.0(Revision:536026)

Note: Issue not seen on Linux(14.04 LTS) OS.

You are probably looking for a change made after 535635 (known good), but no later than 535637 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
