What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and right click to open context menu
2. Click on cast option from context menu to open cast overlay.
3. Now press tab key to bring focus on 'Learn more' link and press 'Enter' key,observe
 
Actual: Delay is seen while opening 'Learn more' link after pressing 'Enter' key on cast overlay
Expected: Delay should not be seen while opening 'Learn more' link after pressing 'Enter' key on cast overlay

This is regression issue, broken in ‘M 66’ and below is the bisect info :
Good build: 66.0.3346.0  (Revision: 536239).
Bad build: 66.0.3347.0 (Revision: 536620).

You are probably looking for a change made after 536429 (known good), but no later than 536430 (first known bad).
