Any interactions with Certificate Export Wizard forces Chrome to close

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. View site information
2. Click on "Valid" link under Certificate section
3. Click on "Details" tab
4. Click on "Copy to File..." button
5. Hovering on "Next" button or close button on the wizard crashes the browser

What is the expected behavior?
Save file dialog pops out

What went wrong?
The browser suddenly crashes, must be manually started to restart, and the browser asked if the user wanted to restore the closed tabs

Crashed report ID: 276d6cf3-4a55-4120-baca-aea8b535134f

How much crashed? Just one tab

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Chrome version: 64.0.3282.167  Channel: stable
OS Version: 10.0
Flash Version: 

This procedure to export the certificate can be done on my computer using Firefox version 58.0.2

It was an old crash and it seems that chrome://crashes was wiped out, so I make it crash again by redoing. And the Local Crash ID observed is:
Local Crash ID 3d127a5d-465e-4775-a4a4-451aac45dd8c
Also it crashes on any URL with "Secure" and padlock appear next to the address bar, including Google.com homepage.
