[desktop-pwas] 3-dot menu anchor and menu should be side-edge aligned

Issue description

Chrome Version: 66.0.3344.0
OS: Chrome

The menu container and 3-dot menu button should be right-aligned, as shown in this spec.

Does this affect other menus and menu buttons in Chrome? I think the main wrench menu's alignment would be off as well?

bettes@ - today the 3-dot button and the menu are not exactly right aligned, but there's 2pt difference (see screenshot). Desktop PWA inherited that. Do you support that we should make both instances right-aligned by moving the menu's x-position by 2pt to left?

from bettes@ - on Canary, it's fixed to align to either side of the edge of 3-dot (so 2pt difference should be eliminated)
I actually mis-spoke. I'm realizing that the overflow menu isn't adhering to the same spec as Harmony. I'll follow up off-thread and come back to you all.
