[desktop-pwas] Blank app windows are created during an 'in-popup-redirection' to a different origin

What steps will reproduce the problem?
FB sharing flow in Pinterest involves a popup that redirects to FB.com page.

What is the expected result?
Operation should be smooth and no blank window is created. 

What happens instead?
When done via PWA window, a blank popup(pinterested-themed) and a new browser tab with the FB.com page open. When those two are closed, another blank popup(pinterested-themed) opens.

Yes. With the current proposal, we would just open facebook inside the app window.
