Popup allow state doesn’t reflect to the popup itself, and breaks the popup operation

Issue description

Chrome Version: 66.0.3344.0
OS: Chrome

What steps will reproduce the problem?
Pinterest sharing via Twitter opens a popup, and, even after popup is set to allow, the popup itself doesn’t proceed.

What is the expected result?
It just opens a Twitter popup window.

What happens instead?
When the popup content is refreshed (via context menu), it finally opens the intended page. However, that’s temporary. Next attempt, even when the app is relaunched, goes back to the same situation, i.e. the popup is blank and doesn’t proceed until refreshed.
