Bookmark Apps: Need to show "To apply settings, reload the page" banner when changing permissions

Issue description

Chrome Version: 66.0.3344.0
OS: Chrome

What steps will reproduce the problem?
(1) Go to https://permission.site.
(2) Menu -> More tools -> Add to shelf
(3) Right-click shelf icon -> Open in window.
(4) Click Microphone.
(5) Click Allow.
(6) Click the camera icon in the title bar.
(7) Click "Always block microphone access".
(8) Click Done.

What is the expected result?
A banner appears along the top of the window saying "To apply your updated settings to this site, reload this page", with a Reload button.

What happens instead?
Nothing. It isn't clear that the settings have not taken effect yet.

Note: I'm not able to get the desired behaviour in a normal browser tab either. This may have regressed or been deliberately removed (I noticed that the panel you use to change the settings has changed also, and now says "The page may need to be reloaded".

Closing the loop on this: Ah I see.

This isn't a recent regression. It's just that the banner *does not* show up when you change the setting using the page info icon (whether in a PWA or browser tab). But it *does* show up when you change the setting using the security panel. PWAs will have both of these available. This isn't PWA-specific.
