Review and deprecate 4xx alerts in LUCI services

From feedback in Trooper Production Meeting, we SHOULD NOT alert on 4xx errors on servers. We need to review our 4xx and 5xx alerts such that the following is true: 
 - Servers should only alert on 5xx
 - Clients should only alert on 4xx

Assigning to monitoring to review and triage additional work.
