Tracking target packages built with gnu as

This is part of the transition from gnu toolchain to llvm. The implementation is almost identical to checking whether a package is built by gcc, so assigning to the Caroline for now.

Hi Caroline, do you have time to take a look by any chance? This seems to be a low hanging fruit comparing to others.

I honestly have no idea how to do this.  Do you have a script that can tell what assembler something was built with?

I don't think this is possible, but will re-assign to Ting-Yuan in case he has some idea as to how to do this.
