Cast dialog input events broken when switching from DSF2 to DSF1

On Chrome OS, if we have two displays and move a window with a cast dialog from a device scale factor 2 to a device scale factor 1 display, then input events will be kind of broken going to the dialog.

The input events don't seem to be going to the right place within the bounds of the cast dialog.
