betty-incremental fails build_image since build #252: https://uberchromegw.corp.google.com/i/chromeos/builders/betty-incremental/builds/252

I've investigated a bit, and the problem appears to be that after an uprev of jsoncpp, the chromeos-base/gestures ebuild didn't get updated (it depends on jsoncpp, and jsoncpp changed its shared object version from libjsoncpp.so.0 -> libjsoncpp.so.11, so libgestures.so now references the stale libjsoncpp.so.0).

The betty paladin has produced an updated binary package for gestures though, so the problem is that the build process somehow didn't pick up the updated gestures package.

I'm not sure why yet - might be a problem figuring out which reverse dependencies to update, might be a timing problem (betty-incremental running before betty-paladin uploaded the updated image), or something entirely different.

It's also possible that I'm totally on the wrong track - this is certainly not my area of expertise. ihf@ - if you have any useful input, that'd be appreciated.

Looking at most recent build 470. It passes on the build_image stage and proceed failure as usual. Will forgive the test for now.

vm_test_stages.py: warn tests if flag is set.

Instead of marking the stage red for certain suite, let it pass
the stage but mark it a WARNING if the tests is just for
informational purpose.
