[User Feedback - Stable] Double audio is heard on YouTube

Issue description

Chrome Version: 64.167
OS: Windows 10, Mac OS 10.13

What steps will reproduce the problem?

What is the expected result?
We've observed ~20 user feedback reports on double audio issues in 64.167. In the last year, there's been only about 40 reports that mention double audio, so this appears to be statistically significant.

We're seeing some reports on the community side too, as early as 64.0.3282.140.

Interestingly, users who report this also report seeing a small X in the bottom of the video player on Youtube: https://screenshot.googleplex.com/hhtbv7PkMjx.png

At least two users in that thread confirmed the behavior is occurring in Safari too. Could this be on the Youtube player side instead of the Chrome side?
