Scrolled Content Suggestion page does not restore it's location after back navigation

App Version (from "Chrome Settings > About Chrome"): 66.0.3346.0
iOS Version: iOS 11.2.5
Device: iPhone SE

Steps to reproduce: 
1.) Scroll NTP to reveal the first suggested argticle
2.) Tap on the article
3.) Wait until the article page is loaded and go back

Observed behavior: 
Scroll position is not restored

Expected behavior: 
The previous scroll position should be restored

Do you have some flags enabled? In particular slim-navigation-manager?

Good catch, I have slim-navigation-manager enabled. I can not repro this bug w/o slim-navigation-manager enabled.
