You can see the possible expected behaviour on the two bottom images above.

Able to reproduce the issue on chrome reporter version 64.0.3282.167 using windows-10 with steps mentioned below:
1) Launchd chrome reporter version and navigated to URL: https://www.google.ru/?hl=ru
2) Hovered the mouse over "Для бизнеса" & "Конфиденциальность"
3) Observed the behaviour as mentioned in first two images in Comment#0, please find the attched "813778 - 64.0.3282.167.PNG" for the same, the same behaviour is seen in 66.0.3350.0
Observations:
1) As point mentioned in comment#0 "Did this work before? Yes M63", tried checking the behaviour in chrome version# 63.0.3239.132, seen different behaviour, find the attached "813778 - 63.0.3239.132.PNG" for the same, the same behaviour is seen in 60.0.3072.0

Re 4: You are correct, I was a little incorrect, the expected behaviour wasn't present in 63; there wasn't discontinuous underline style at all in 63.

I noticed the same issue and can confirm this behavior.

It seems that something is wrong with text underline style, and not only with cyr subset. It is also can be seen in console, on any link that is underlined.

Underline is getting overlayed by the letters like "yjgp" and etc (those letters that are having their lower part of glyph widen). Screenshots above are showing that issue.

The worst way to underline text.. please roolback...

I want underline ALL text!! Not only one letter!!! 

For example <u>удод</u>
