Non-Regression: No focus highlight is seen in 'System security setting' overlay of OOBE

Chrome Version:65.0.3325.85/10323.38.0 beta channel Link,Samus
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >>Connect to network >>Go to 'Google Chrome OS terms page'
(2)Touch to open 'System security setting' overlay and Observe 

Expected: Default focus is should be seen on OK button
Actual: Instead, No focus is seen.

This is a Non-Regression issue seen from M-62
