ChromeVox and TalkBack speaks at the same time at every navigation

Issue description

Chrome Version: ToT
OS: Chrome

What steps will reproduce the problem?
(1) Enable spoken feedback and open any Android app. Make sure that the Android app is not whitelisted for ChromeVox native support.
(2) Navigate Android UI with Search+arrow keys.
(3) ChromeVox and TalkBack speak at the same time every time user presses Search+arrow keys.

What is the expected result?
ChromeVox should not speak in this case.

What happens instead?
ChromeVox speaks. It overlaps with feedback from TalkBack. ChromeVox is speaking a hint about no focus state.

 Issue 814420  has been merged into this issue.
When will the fix be rolling out to Dev Channel users? I just downloaded a new version but the problem is still there.
Status: Verified (was: Fixed)
I can confirm this is fixed as of 66.0.3352.0
Is that a Dev build? My Chromebook says I have build 66.0.3350.3 but 
there's no update available.
