CPU usage erratic

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Run previous version of Chrome
2. Open 40 browser sessions with an average of 10-20 tabs EACH to different web sites.
4. Examine CPU usage (esp for Chrome); shou3. Background Chrome update (w/o asking; causing other errors); note this may need to set / run / update for several days.
5. Enter the command (@ url) "chrome://restart"
6. Wait for chrome to restart
6. Examine CPU usage.

What is the expected behavior?
After chrome restart is complete - Nominal CPU usage

What went wrong?
CPU usage erratic; system response erratic.

Chrome version: 64.0.3282.167  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

1) I know dev (etc) just love vague statements like this, but the system was working fine.  Now after a chrome restart, chrome CPU & memory usage is erratic.  Confirmation through task manager -- chrome is continually changing memory and CPU (on background tabs).
2) The bulk of the tabs are open to eBay; Twitter (and more); and though yes -- some of them will update (twitter example) this is a continually changing CPU usage; and chrome sometime "stops" for several seconds.

Supplemental information: 
After reading note; rechecked CPU (and waited).  After extend time of doing 'nothing'; memory is less erratic; however CPU usage still unusually high (for not doing anything).  Normally - CPU is below 10% in this situation. (The erratic memory over the last few seconds - is after I viewed this web page).

Note that I've closed down about 30% of the 'normally open' chrome windows - to report this issue & to keep system 'working'.  (Also stopped several other programs to keep system stable.)

One other note: I'm getting a LARGE number of "Oh Snap ... something went wrong" messages.

If chrome would log or display  *what* went wrong, I could report it, but that is another bug (That is -- dropping the error/failure message; adding a command line option on a RUNNING application is not viable.  Is it to much to say "out of memory" {which should never happen} or other such failure message?)

Another note: System has RAID 1 hard drives - with plenty of free space.

Unable to reproduce the issue on Win-7 using chrome reported version #64.0.3282.167.

Following are the steps followed to reproduce the issue.

1. Opened 40 browser sessions with an average of 10-20 tabs EACH to different web sites.
2. Opened task manager and observed CPU usage
3. Enter the command (@ url) "chrome://restart"
4. Waited for chrome to restart
5. Examined CPU usage.
6. Only for that particular moment cpu usage increased to 98% and again dropped to 12%. System behaved normally.

bomarc@ - Could you please check the issue by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

The problem is still occurring on my primary system. 
I'm working to try and confirm issue on a 2nd system.  

I'm still seeing the odd "saw tooth" memory usage and abnormally high CPU usage -- going to Chrome.

Also I'm seeing a "Oh snap" on one URL (going to eBay) many times.  After it fails; the saw tooth reduces, however the CPU is till excessive.

I've reset and reduced number of open windows on my primary system. (Also virus scanned - multiple times).  

I'm able to reproduce the problem with one window of 17 open browser tabs (running).

Speculation and events: It appears that Chrome gets into a memory .... "conflict" (free memory vs using memory); that is - memory usage 'ramps' up (the web site that seems to be the greatest impact - is eBay); Chrome then does a background task (swap?) out the task to save memory - and the memory usage drops.  This 'frees' up memory; which then Chrome makes use of -- setting up the "saw tooth" pattern.  If this pattern is violent enough; the "Oh Snap" message is display in one (or more) of the tabs.  I'm still seeing an abnormally high CPU usage (8 core system running at 40% is 'normal'.

And one more detail: I've been able to find a (one!) tab that when "closed" causes a flat-line with CPU & memory!  I put it back in, and the "Saw" pattern (and excessive memory usage) starts up again.  It is one of five eBay web pages that I keep open.  Note that the eBay web page should be rendered out as 'near' static (as the other four don't cause this issue).  I would like to provide URLs; however not on a forum that is public. Any suggestions?

Unable to reproduce the issue on Win-7 using chrome reported version #64.0.3282.167.
Attached a screen shot for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened one chrome window with 17 tabs having all tabs running ebay.com
2. Entered the command (@ url) "chrome://restart"
3. Waited for chrome to restart
4. Examined CPU usage.
5. Did not observe any erratic CPU usage and "saw tooth" pattern.

As the issue is not reproducible from TE-end. Hence, removing Needs-Bisect label and requesting someone from Internals>Core team to please have a look into the issue.

Note: You will need accounts with the web providers / services; assumption that you have already created and using the accounts.  Network activity should be nill (or none).
Open tabs that reproduce problem:
1.	Open tab to eBay; click on “My eBay”; have 200+ items in “watch list”
2.	Open tab to eBay; Search for “Estes Rocket”; (The search area should be “All Categories/Models & Kits/Toys and Hobbies/Rocketry”
a.	Change “view” to “Gallery View”
b.	Change “items per page” to 192 (bottom of window)
c.	Change “Sort” to “Time: Newly listed”
**NOTE: This is the tab that shows issues; and frequently has an “Oh Snap…” message.
3.	Open tab to eBay in “All Categories/Models & Kits/Toys and Hobbies/Toys and Hobbies” search for “(estes, quest, centuri) (rocket, model, missile) alpha”
4.	Open tab to eBay “All Categories” Search for “Bomarc –shirt”
5.	Open tab to CNN.com (note: No log in used here)
6.	Open tab to Komotv.com (No log in; but I have seen tie-in with Facebook; which they still might have)
7.	Open tab to -- Create a Google Document with 193 rows of data and 11 columns sporadic text throughout (Cell A3=1; Cell A4=formula “=if(C4="",(abs(A3))*-1,abs(A3)+1)”; copy A4 to cells A5..A193; it is the only math formula in this sheet.
a.	Share document with friend
8.	Open tab to -- Create a Google Document with 58 rows; Column “A” has text in every cell; about 50% of all other cells have data.
a.	Share document with friend
9.	Open tab to Gmail account (with 12,000 messages)
10.	Open tab to this bug report.
11.	Open tab to “outlook” (presume account) disable “Try Beta”
12.	Open tab to a JPG image / URL on web.

15.	Open tab to Slashdot.org; with active account.
16.	Open tab & Perform a search on Craigs list

Open / close tab #2 will show problem.  Excessive CPU will start immediately when tab is opened.  Takes about two minutes for noticeable (visable) oscillation to start; Excessive CPU will continue until some failure.

I have a chrome log file (both from the screen output and the log file) available that shows the failure.  Due to the confidential nature of the internal data; before it is copied it would need to be sanitized.  Another option: Is there specific information I can look for & provide?

Attached is the "screen output" log (MUCH smaller).  I don't know if it will do any good; but it appears to no have confidential data.
