border-radius on <iframe>s do not work on retina displays

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:

An iframe has a border-radius. Viewing it on a normal definition external display shows the border-radius. If I move the browser window over to the retina display of my Mac the border-radius disappears.

What is the expected behavior?
Rounded corners on an iframe.

What went wrong?
The rounded corners do not show up when viewed on a retina display.

Able to reproduce the issue on reported chrome version 64.0.3282.167 using Mac 10.13.1, Ubuntu 14.04 and Windows 10. As the issue is not seen in latest beta 65.0.3325.73 and canary 66.0.3350.0, providing reverse bisect information.

You are probably looking for a change made after 522576 (known good), but no later than 522577 (first known bad).

This has always been broken, up until the time I fixed it. The patch is complicated and not a good merge candidate for M-64 given the remaining lifetime of that release.
