Issue description

The DesktopPWAWindowing related code in BrowserNonClientFrameViewAsh needs to be ported over to BrowserNonClientFrameViewMus so that the hosted app menu is present when running ChromeOS with "--mash and --enable-features=DesktopPWAWindowing".
