Scalling issue on extended display

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Edge/16.16299

Steps to reproduce the problem:
1. Extend second display. (4k Main, 2K second display)
2. Open Chrome browser
3. Observe scalling issue

What is the expected behavior?
When displays are dublicated, no scalling issue is found.
Therefore, the same scaling is expected when displays are extended.

What went wrong?
Obvious scaling issue on second display, only when display is extended, not duplicated.

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: 10.0
Flash Version: 

Win 10, Main display 4K, second display 2K.
Once again - dublicated displays work preperly.

Unable to test this issue because of non-availability of 4K external display, hence adding TE-Hardware-Dependency label
