Chrome printing feature request: Upload a linux printer driver for CUPS printers on setting screen

Issue description

Summary:
Currently we have a ppd upload feature for PS printers, but PS is provided as optional module for most of printers, thus enterprises need to use cloudprint connector so that they can use advanced printing options.

However, adding a printer server and setup a cloudprint connector are painful for customers, thus they want to upload a linux printer driver via the setting directly.

Use case / Motivation:
Enterprises need 'Advanced printing options' as same as Windows/mac. 


Existing workarounds:
1. Build a linux printer server
2. Download a linux printer driver from manufacture's official page.
3. Install it on the printer server.
4. Install GCP connector (linux ver.)
5. Configure cloud print connector
6. Users can see 'advanced printing options'

We won't be able to add this functionality.  Fundamentally, we don't run arbitrary binaries in ChromeOS and a CUPS filter would be exactly that.  When we have DLC, we might be able to expand our collection of filters.  But we still won't be allowing closed source binaries (which most filter are if we aren't providing them already).
