Site Isolation Enabled causes Zephyr for JIRA plugin to fail to load drop-down options for test step execution result

Issue description

Chrome Version       : 64.0.3282.167
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) : 
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Using the Zephyr for JIRA plugin
2. Execute a test
3. Step result for each step (in a drop-down) are Pass/Fail/Unexecuted/etc.
4. With Site Isolation enabled, the options in the drop-down are removed and only Unexecuted exists.

What is the expected result?
All of the available options should exist.

What happens instead of that?
Only the default option exists.

Please provide any additional information below. Attach a screenshot if
possible.

Unfortunately, we don't have access to such an environment in order to reproduce and debug the problem. If you can capture a trace as described in https://www.chromium.org/developers/how-tos/trace-event-profiling-tool/recording-tracing-runs#TOC-Capture-a-trace-on-Chrome-desktop, that will be helpful to look for potential issues. In step 2, instead of selecting all categories, it will be best if you only select "navigation" and "ipc". Once you save the trace, attach it to this bug report and we will take a look.

nate.sheedy@, would you be able to follow up and let us know whether the issue still exists? We have made lots of changes in M66 and M67 (currently beta and dev), so getting either a confirmation that it works or a way to locally reproduce the failure will be great.

I am resolving this issue as WontFix as we don't have any additional repro steps. If there is a publicly accessible repro, please reopen the bug.
