Track peak gpu memory usage in canvas telemetry tests

Fixed a severe GPU memory leak that went undetected until users reported performance issue and crashes on the beta channel.

We should have a mechanism for detecting this type of regression automatically.

Sadly, we don't have Telemetry coverage on iOS platform :-(

Can this bug be reproduced on non other platforms?
