PDF example loading for the 1st time shows weird characters

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Loggin in for the 1st time on a site
2. Open up a PDF so it shows in PDF viewer of Chrome
3. on 1st load it shows weird characters.

What is the expected behavior?
On 1st load it should show normal characters.

What went wrong?
Showing weird characters.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes 63.0.3239.132 64-bits

Does this work in other browsers? Yes

Chrome version: 64.0.3282.167  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I've contacted the owner of Autotelexpro.nl and forwarded this issue incl. video example to them aswell.
When refreshing the PDF example, it shows OK.

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #64.0.3282.167 and latest canary #66.0.3350.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.

1. Navigated to URL: https://reports.autotelexpro.nl/GetFileHandler?res=UJ0DvvLpODCN1ntwlcq27KHSH4dCSMDFNMv7FBWbGO5781D6LD3BWuKCBoD8qOXq
2. Observed that on 1st load normal characters were shown without any issues.

reporter@ - Could you please check the issue on latest canary #66.0.3350.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

thestig@ - Could you please confirm if the issue is related to issue id: 809888.

Looks like  issue 809888  fixed in v65, not yet merged in v64.
I can only reproduce it, when logging in for the 1st time after opening Google Chrome. When hitting the link directly, then it's shown OK.
But I'm not giving my login details for this particular site, to let u guys reproduce it too.
It indeed looks like  issue 809888  ; same weird characters at least.
When using v63, it works OK, see attachment.

Can you verify this is fixed with Chrome Canary?
Just tested a few examples with Canary 66.0.3357.2 64-bits:
Seems to work OK there.
No weird characters anymore.
