Cursor flickers over parent window links when an animated svg is embedded in an iframe

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Create iframe on a web page
2. Embed animated or interactive svg into iframe
3. Any links on the parent webpage will cause the cursor to flicker in a loop on mouseover after the mouse has entered the iframe

What is the expected behavior?
No cursor flicker

What went wrong?
The cursor flickers over links

Did this work before? Yes Im unsure of the version but there was no problem in 2016 versions of Chrome

Does this work in other browsers? Yes

Chrome version: 64.0.3282.167  Channel: stable
OS Version: OS X 10.13.1
Flash Version:

Notice that there is no cursor flicker over the link on initial page load, however after the cursor has entered the iframe moving the cursor over the link creates the flicker. This only seems to happen with embed svg - video is fine

Unable to reproduce the issue on mac 10.13.1 and mac 10.12.6 using chrome reported version #64.0.3282.167 and latest canary #66.0.3350.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to URL: http://www.revolver.co.uk/test/htmltest/svgtest.html
2. Hovered the cursor over the link in the iframe.
3. Did not observe any cursor flicker.

reporter@ - Could you please check the issue on latest canary #66.0.3350.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Also please check the screencast and please let us know if any thing missed from our side.
