OS: Windows 10

What steps will reproduce the problem?
(1) Launch chrome, download any file to display the download bar at the bottom of the page. 
(2) Now navigate to https://drive.google.com login with valid credentials.
(3) Right click on any file in the drive to display the context menu , click on option 'Move to' and observe.

Actual: Unwanted white strip is seen just above the download bar.
Expected: Unwanted white strip should not be seen above the download bar.

This is a non-regression issue, seen from M-61 build #61.0.3113.0.
  
NOTE: 
1. Issue is specific to monitor resolution(1366 x 768)
2. Issue is also seen on Stable(build #64.0.3282.168), Beta(build #65.0.3325.73), Dev(build #66.0.3346.8)
3. Above issue is not seen on Linux (14.04 LTS),Mac OS(10.12.6,10.13.1,10.13.4), Windows(7,8,8.1)
