What steps will reproduce the problem?
(1)Sign into user -> Open Play store 
(2)In 'Google Play Terms of Service' page -> hover mouse at space available after 'Learn more' link('Learn more' link available at text 'Let Google's location service help...' ) and observe Hand pointer
(3)Now click on space and observe checkbox is unchecked(Please refer video)

Expected: On clicking space checkbox should not get unchecked 
Actual: Instead unnecessary  checkbox is unchecked on clicking on space

This is Non-Regression issue as seen from M-62

@khmel : Please confirm the issue

Note : 
1.Issue is seen on M-63,M-64 and M-65
2.In chrome://settings/reset page -> Click on 'Reset' option -> observe arrow pointer is seen after 'Current settings' text and on clicking space checkbox is not clickable and now hover mouse cursor on 'Help make chrome...' text and observe Hand pointer is seen and on clicking checkbox is clickable (Please refer 'Expected_CheckboxBehavior' video)
