Login prompt should not be shown again after FTP error 534 (Policy Requires SSL)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Example URL:

Steps to reproduce the problem:
One of our internal work FTP servers has recently been migrated to SSL. The old link is still working and upon login using ftp.exe, tells the user:

534 Policy requires SSL.
Login failed.

So when I open that link in Chrome and try to logon, ...

What is the expected behavior?
... I expect Chrome to not show that prompt again, as Error 534 means it is not going to work, whichever credentials I will try.

What went wrong?
Chrome shows the login prompt over and over again.

@vamshi.kommuri unfortunately, this FTP server is on out internal network. I have found a few FTP/SSL test servers, but these all allow regular FTP, too. I have yet to find a public server that responds with "534 Policy Requires SSL".

Status: WontFix (was: Unconfirmed)
FTP support in Chrome isn't really being actively maintained (Modulo security bugs and significant regressions), and I don't think this meets the bar of being worth digging into.

We'd certainly accept patches from third parties, but not going to expend resources ourselves.
