window title bar misaligned and partially broken after customizing touch bar

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36 Steps to reproduce the problem: 1. open a new window in full screen 2. move the cursor to the top of the screen, to make the menu bar appear 3. select "View -> Customize Touch Bar" 4. dismiss the touch bar customization overlay What is the expected behavior? the window's title bar should be in the same location it was before selecting the touch bar customization option What went wrong? 1. there now is a gray bar above the window's title bar, in the exact same location the menu bar would appear 2. the "move cursor to the top of the screen to show the menu bar" thing doesn't work anymore Did this work before? N/A Chrome version: 64.0.3282.140 Channel: stable OS Version: OS X 10.13.3 Flash Version: n/a - this only applies to macs that have a Touch Bar - you can "restore" the correct state by switching to another space and going back to chrome

If someone else wants to work on this, feel free — but I have a hunch it has to do with the menu bar lock/unlock code I added a few months ago.
