video full screen on full screen windows on mac

Issue description

Chrome Version       : 65.0.3325.73
OS Version: OS X 10.13.4
URLs (if applicable) : youtube.com

What steps will reproduce the problem?
1. open a chrome window in Full Screen
2. visit youtube.com and play a video
3. Click to make the video go full screen

What is the expected result?
Fo video to be in full screen

What happens instead of that?
it flashes and the video exits full screen back to window mode, which the browser remains in full screen.

If browser is in window mode, video full screen works as expected

I traced it down to this
 open -a "Google Chrome Canary" --args --flag-switches-begin --start-fullscreen \
--enable-features=ContentFullscreen \

but I dont see an option in the flags to disable it

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #5 65.0.3325.73 and latest canary #66.0.3350.0.

Following are the steps followed to reproduce the issue.
------------
1. opened a chrome window in Full Screen
2. visited youtube.com and played a video
3. Clicked to make the video go full screen.
4. Observed that the video played in full screen without any issues.

reporter@ - Could you please check the issue on latest canary #66.0.3350.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

bysec was with canary, as shown in the example above.
seems to be related to option in #1, but I don't see an option to toggle it anywhere.

Able to reproduce this issue on reported version 65.0.3325.73 and latest canary 66.0.3350.0 using Mac 10.13.3 on enabling content fullscreen flag.i.e; When flag is enabled, chrome is in fullscreen -- any video doesn't support fullscreen. Issue is not applicable to linux and windows as this flag is not present there.

This issue is seen from introduction of content fullscreen flag from M-63. Hence considering this issue as Non-Regression and marking as Untriaged.

I think erickzul might be the relevant individual, but they're not in crbug. See https://chromium-review.googlesource.com/590489. Over to Elly as reviewer to figure out  where to route this.

Since I wasn't able to find a UI way to disable that flag option, I ended up deleting that profile and creating a new one, and the issue doesn't happen anymore. 
Possibly an older flag existed and had since been deprecated and removed from the UI, but still saved in my settings

ContentFullscreen is disabled by default & has never been enabled, as far as I know, so this bug is decidedly Pri-3. Assigning to sdy@ - we should figure out what to do with this flag and the code it guards.
