UI in Incognito Mode. Address Bar and extension Errors

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. open chrome
2. open new incognito
3. maximize incognito browser.
4. minimise incognito browser, adjust to about 1080px width.
5. maximize incognito again.

What is the expected behavior?
fluid like chrome without incognito

What went wrong?
UI for Address Bar and Extensions

Did this work before? N/A 

Chrome version: 64.0.3282.167  Channel: stable
OS Version: OS X 10.11.6

Unable to reproduce the issue on chrome reported version 64.0.3282.140 using Mac 10.12.6 with steps mentioned below:
1) Launched chrome reporteed version and open New Incognito window
2) Maximised Incognito window
3) Minimised Incognito window and resized it and again Maximised Incognito window
4) Didn't observed any change in UI for Address Bar and Extensions

Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, please provide your inputs on it which help in further triaging it.

Status: WontFix (was: Unconfirmed)
Mac triage: can't repro on canary either. I'm going to call this WontFix, but it might be Fixed same as  issue 746944 .
